May 30 - June 3, 2016 in Baku partner meeting and seminar about the establishment of the technical advisory centers (TACs) within the Project “The way forward for reforms in the housing sector: empowering grass-root homeowners associations in Azerbaijan, Belarus, Georgia, Moldova and Ukraine”. Both events have been organized in Ganjeli Plaza Hotel at ul. Uzeyir Hajibeyov, 48. The meeting of the Coordination Board of the Project with discussion of the indicators has been arranged on 30th of May. The representatives of the partners of the Project have participated in the meeting: Johann Strese, Larissa Schreckenbach (IWO, Berlin); Natia Aphkhazava (Civil Society Institute, Georgia); Volha Lashkevich (EKAPRAEKT, Belarus); Julia Samoilova (Housing association “Fund Spriyanya”, Ukraine). Welcome presentation about the Project activities has been made by Johann Strese (IWO, Berlin), Elnur Asadov and Vusal Mastaliyev (Property Market Participants" Public Union, Baku / Azerbaijan). Each of the participants of the seminar shortly presented their experience and organizations, which they represent. Larissa Schreckenbach (IWO, Belrin) provided the master class on international communication. During the master class the general issues and types of communication has been presented and discussed. The representatives of five countries (partners of the Project) has received the home task – to prepare the detailed presentation about their countries as a part of the trainings. Basic Knowledge on Administration of Homeowner Associations (HOAs) was a title of the presentation of Vlodimir Brigilevich (LOMA, Ukraine). Vlodimir presented a comparative analysis of the countries on the following aspects as (a) the state of the housing stock; (b) legislation on the management of the residential buildings; (c) forms of the management of the residential property; (d) methods of establishment of housing associations; (e) energy consumption for residential buildings and (f) financial opportunities for energy efficiency improvement activities. The discussion of strengths and limitations of the housing associations was organized in the working groups. Larissa Schreckenbach (IWO, Belrin) made the presentation about housing homeowners associations in Germany and asked colleagues for homework – to make the presentations about the advantages and challenges of HOAs in their countries. Azad Talibov (TAC Baku) presented the challenges / solutions of HOAs in Azerbaijan. Gennady Kalenov (MAMN, Minsk) has shared the Belarusian experience, problems and possible solutions. Moldavian experience of HOAs has been presented by Aliona Gabura (TAC Chisinau). Julia Samoilova (Housing association “Fund Spriyanya”, Ukraine) described the Ukrainian experience. The following module of the trainings has been focused on establishing of homeowner associations (step by step). Three presentations about experience in Ukraine, Moldova, Georgia have been made. The following aspects have been covered during the presentations: cooperation between homeowners, motivation for homeowners, organization of the process of establishing of housing associations, legal procedures for establishing an HOA. The presentations have been made by Alina Zhestkova (TAC Kharkiv, Ukraine); Oleg Cernei (TAC Chisinau, Moldova) and Nino Gabunia (TAC Batumi, Georgia). Partners have discussed and compared the experience of various countries. The discussion was active and productive. Gennady Kalenov (MAMN, Belarus) continued the discussion of the issues about the management of housing associations and made a presentation on 1st of June Housing Administration Establishment of a homeowner association (step by step). The presentation has been followed by the HOME Partners working meeting with discussion of the general issues about the Project, collection of best practices and communication and visibility. After lunch participants of the training visited multi-family buildings and a TAC for HOAs in Binagadi district of Baku City and had met citizens of the residential block and discussed the perspectives of TAC for support of establishing of associations of houseowners. Excursion around of Baku gave a positive impression about the city, which is very beautiful with a lot of tourist sites. The reception for the participants has been provided. Participants of the training visited also park for children and family stays. The third working day of the training was devoted to the Module 5: Energy efficiency improvements of buildings. Svetlana Slesarenok (TAC Odessa, Ukraine) made a presentation about the basic facts about energy and energy efficiency in residential buildings, detailed information about selected building parts such as walls and windows, an overview on soft measures to enhance efficiency and increase energy savings, information about communication, legal and financial aspects. Presentation “Maintenance, repair and modernization of buildings” has been made by Larissa Schreckenbach (IWO, Belrin). She described technical aspects of current maintenance and modernization in Germany as well as key aspects of energy efficiency improvement of buildings: assessment of the refurbishment needs and catalogue of measures, formal requirements for the preparation of the resolution by homeowners; required majorities for decision-making, financing possibilities for homeowners, implementation of the reconstruction. Julia Samoilova (Housing association “Fund Spriyanya”, Ukraine) presented the Ukrainian experience of maintenance, repair and modernization of buildings. She covered the key aspects of energy efficient refurbishment. Participants of the training discussed the presented data. Svetlana Slesarenok (TAC, Odessa, Ukraine) made a presentation on basis of modernization of residential building “Sakharova 42” in Odessa, Ukraine. Later, Gennady Kalenov (MAMN, Minsk, Belarus) during the module 8 “Practical examples” described the recommendations and technical examples of installation (replacement) of windows, as well as importance of sealing of buildings, measuring of ventilation rate, in particular “blower door”. These techniques have been discussed by participants of the training. Financial aspects of the TAC and partners of the HOME project have been presented during the financial session, moderated by Tatjana Hartenstein (IWO e.V., Germany). The session has been followed by the working meeting of the partners of the HOME Project. During the session, the following issues have been addressed: monitoring of the project activities and final stage for the procedure of selection of sub-grantees. The final day of the training was focused on cooperation of the HOME Project with other initiatives and projects in the partner countries: which projects are implemented in the region; where the synergy with other projects could be established? These and other questions have been discussed by the participants of the training. In the afternoon, participants had a meetings in the Department of Housing Policy of Baku municipality, the German Embassy and the Delegation of the European Union. |
