A meeting of Partners and workshop "Training on the establishment of TAC" has been organized in Minsk on 07-08 November, 2016 within the Project "HOME - The way forward for reforms in the housing sector: empowering grass-root homeowners associations in Azerbaijan, Belarus, Georgia, Moldova and Ukraine".

The training seminar has been organized in the International Educational Center named after J. Ray (address: av. Gazety Prauda, 11). Organizers of the workshop: Non-governmental organization “EKAPRAEKT, Belarussian State Technological University and Housing Initiative for Eastern Europe (IWO), Berlin (Germany).

The manager of residential property should provide important contribution to management of houses by providing inexpensive and high-quality profession services. In the legislation, it should be regulated that for the management of common property of house owners, manager should be appointed, which meets the particular requirements and competencies (these requirements will be defined within the HOME Project). The Manager should implement the decisions adopted by homeowners and support the increase of the value of real estate. The Manager is an authorized person of homeowners and should have the related knowledge in the field of housing management, economics and law. Provided services by the Manager should be clearly and transparently explained to homeowners. The Manager performs the commercial, legal and organizational responsibilities. These include provision of public services, analysis of the technical conditions of residential buildings, preparation of the concept for energy-efficient modernization and capital repair.

Experts from Germany, Belarus and Latvia as well as Project partners from Technical Advisory Centers (TACs) from Azerbaijan, Belarus, Georgia, Moldova and Ukraine participated in the event.

The event has been started with the greetings from organizers of the workshop. Iryna Usava (NGO “EKAPRAEKT”) made a presentation about Belarus, and Olga Lashkevich (NGO “EKAPRAEKT”) – about Minsk. Johann Strese showed the visual summary of the training in Chisinau in October, 2016 and made an introduction of the training programme.

Further, a working meeting of project partners was held under the supervision of Tatiana Hartenstein and Johanna Strese (IWO, Berlin).

Evgenii Rosoha, the Head of the Technical Advisory Center (TAC) together with his colleagues from the Belarussian State Technological University, spoke about activities of the TAC in Minsk, training programes of the Center as well as plan for follow-up activities. After the presentation, the session of questions and answers has been arranged.

After lunch participants took part in the study trip to the residential block of five-storied panel houses constructed in the six-decade of the last century. Gennady Kalenov focused attention to the fact that more than half of the houses were modernized at the expenses of the budget of Minsk, however since 2015, the decision has been adopted that modernization of residential houses should be made at the expenses of house-owners.

Then, participants visited residential block of HOA “Zelenyi Bor” located in the village Lesnoy. The Head of the HOA, Alexander Gopsha, made an excursion to participants around the area of HOA that covers more than 3500 flats with about 10000 inhabitants. All interested participants visited dispatch service unit, heating unit and discussed all concerned issues in the office of HOA. The Head of the HOA “Zelenyi Bor” shared with participants the leaflets with general information about HOA, examples of minutes of joint meeting, financial reports and other documents.

Participants of the workshop visit the neighboring block included 5-stored panel houses, which have been constructed according to modern technologies.

Vladimir Zuew, from Baranavichy State University, made an excursion around Minsk and Zaslaye.

On November 8, in the club room of the Educational center, Werner Merkel (director and co-manager of the management and service company VEGIS Immobilien GmbH, Germany) conducted a workshop session on housing management. His first presentation with the title "General management of residential house: the organization and holding of meetings of home owners: practical advices, conflict management" has been finished with the session of questions and answers.

Then Werner Merkel made the presentation "Financial Management of Residential houses: Annual Reporting: Financial Plan for the Next Fiscal Year". Participants actively have been involved into the discussion.

The next expert, Juris Vigis (Member of the Management Board of the Management Company "Jelgava Property Management", Latvia), made a presentation "Management of the renovation of residential buildings. Technical aspects. Case study of modernization of an apartment building in Jelgava without re-settlement of tenants". Juris Vigis answered on all questions from experts and project partners.

Igor Shesteryen, the leading specialist of the representative office of the international concern Ista Metering Service, Minsk, talked about "Modern approaches to the organization of individual heat energy accounting in multi-apartment houses", answered numerous questions and shared the informational materials related to the topic of the presentation.

Bernhard Schwartz (project manager, IWO, Germany) discussed with participants “Information work with residents during the modernization of multi-storied apartment buildings in Germany".

The workshop has been ended with active discussion and wrap-up session.
