The training seminar "Housing management and energy efficiency of multi-storied residential buildings" has been organized in the hotel "Intourist Palace" at the address: ul. Ninoshvili, 11. The Civil Society Institute, Batumi (Georgia) and the Housing Initiative for Eastern Europe (IWO), Berlin (Germany) are organizers of the seminar. The event was organized within the Project "HOME - The way forward for reforms in the housing sector: empowering grass-root homeowners associations in Azerbaijan, Belarus, Georgia, Moldova and Ukraine".

The workshop in Batumi continues a series of training activities aimed at improving the professional capacities of the 11 Technical advisory centres (TACs) established in the partner countries. TACs have been set up to provide information and assistance to homeowners to improve their awareness in the field of housing management, as well as to promote cooperation among various stakeholders to discuss existing problems and obstacles in the management of multifamily buildings.

This seminar was focused to the discussion of the following issues:

- Organizational development of TACs;

- Preparation and implementation of development strategies;

- Informational and educational activities of TACs;

- Participation of TACs in policy dialogue and decision-making;

- Energy-efficiency refurbishment measures for residential buildings.

 

During the workshop the experience of TACs from Ukraine and Moldova on the development and implementation of strategies for the development of TACs has been presented and discussed; as well as representatives of TACs exchanged with materials and lessons learnt on development of training programs and organization of trainings and seminars for the final beneficiaries (homeowners).

Experts from partner countries discussed opportunities and methods for public participation in the decision-making process to establish a platform based on TACs to bring together the authorities, non-governmental organizations and housing associations to discuss and develop proposals for amendment of legislation.

The training seminar in Batumi has been started with welcome speeches from organizers of the event. Natia Alkhazova and Nino Gabunia (Civil Society Institute, Georgia) presented to the participants the general information about Georgia and Batumi. Johann Strese showed the visual summary of the study tour to Berlin and provided certificates for participants of the activity. Johann Strese made an introduction of the training programme of the seminar.

Dinara Jalagonia presented to the participants of the seminar “the Georgian standard – what it is”. Nino Gabunia made the presentation about activities and training programme of the TAC in Batumi.

The strategy for the organization “Agency for Economic Development” (Voznesensk, Ukraine) for the development of direction “Support of HOAs” has been presented by Sergei Averkov. Alena Gabura shared the experience of development of the similar strategy for Chisinau (Moldova).

The first day of the seminar ended with a working meeting for the TAC and the partners of the project moderated by Johann Strese.

The second working day has began with the presentation of Olga Maksymenko from Kiev "Ensuring transparency, equality of conditions and opportunities in the housing sector through the introduction of a system of "confirmation of competence". Participants discussed the competences.

Dinara Jalagonia («Charity Humanitarian Center "Abkhazeti») presented her vision of the preconditions for Effective Functioning of Homeowners' Associations in Georgia and answered the questions.

After lunch, the participants of the training visited the building partly refurbished, as well new constructed building. Participants met with the head of HOAs, citizens of multi-storied buildings and had a discussion in the courtyards of the houses.

Natia Aphazova (Civil Society Institute, Batumi, Georgia) and Nino Huhua (Executive Director, Agency for Local Democracy in Georgia) conducted a training "Public Participation in Decision Making". Participants have been divided into working groups and developed the proposals on the various aspects of public involvement into the decision-making process.

Concepts for the creation and development of HOAs have been presented by Gennadiy Kalionov (IAREM, Belarus). Participants have been invited to provide their input into the development of the concept.

Lado Varazonidze (professor, Georgian Technical University) described the reasons for systemic reforms in the housing sector of Georgia. He thanked to the partners of HOME project for help and support in the development of main reforms in the management of housing and utilities in Georgia.

Irakli Bolkvadze (Deputy Head of Economy and analytic Department of Batumi City Hall) shared the experience of energy efficiency measures in Batumi building sector. Zurab Nakaidze presented the municipal programme in Batumi (how authority support the HOA, their experience and plans).
